The Council on Professionalism encourages actuaries to achieve and maintain a high level of professionalism in their practice. It coordinates its activities with two boards that operate independently and serve the U.S. profession: the ASB and the ABCD.

Professionalism Webinar Recordings Available to Members
A valuable benefit of Academy membership is free and unlimited access to the Council on Professionalism’s entire—and growing—library
of professionalism webinars, which date back to September 2007. Academy members can earn continuing education (CE) credits by listening to these
pre-recorded webinars. These credits can be counted toward the annual required three hours of continuing education on professionalism topics,
as detailed in the U.S. Qualification Standards (Section 2.2).

Committee Letter to Arizona Insurance Department
The Committee on Qualifications co-signed a letter with the health practice council
Vice President to the Arizona insurance director pointing out that their regulatory definition
of “qualified actuary” for health premium actuarial certifications was inappropriate
and suggested corrective language. (11/18/11)
New Policy: All Academy Committee Members Required to Comply with CE Requirements
The Academy Board of Directors adopted at its October 28, 2011, meeting a recommendation from the Council
on Professionalism that all Academy members who are members of any Academy board, committee, subcommittee, work group, task
force, etc. (“committee”) annually must comply and attest to their compliance with the continuing education
(CE) requirements of the U.S. Qualification Standards to serve as members of such committee.

Committee on Qualifications Responds to SOA Letter
The Academy’s Committee on Qualifications sent a letter to the Society of Actuaries in response to their
letter raising questions about the qualification requirements for actuaries to change areas of practice under
Section 2.1 of the U.S. Qualification Standards.

New Professionalism Discussion Paper
The Academy's Council on Professionalism has published a discussion paper entitled Conflicts of Interest When Doing Volunteer Work. This paper is intended to assist current and future Academy volunteers in identifying and resolving potential conflict of interest issues that may arise when providing volunteer services to the Academy. This paper is also incorporated into the revised Academy conflict of interest policy.

This June 17 webinar, sponsored by the Academy's Council on Professionalism, and co-sponsored by ASPPA, CAS, CCA, and SOA, provided a general review of the U.S. Qualification Standards, examined some of the more complicated questions raised since the implementation of the revised standards, and discussed the SOA's Continuing Professional Development (CPD) Requirement.
Council Submits Letter on MHPAEA
The Council submits a letter to the Department of Health and Human Services in connection with the interim final rules under the Mental Health Parity and Addiction Equity Act of 2008 and its use of the terms "qualified and licensed" actuary who is a "member in good standing" of the Academy.
Letter to the North Carolina Department of Insurance
The Academy writes to the North Carolina Department of Insurance regarding the Department's proposal to change the definition of "qualified actuary."

Applicability Guidelines
The previously published applicability
guidelines
have been updated by the Council on Professionalism, with the
assistance of the Academy's practice councils, to reflect changes to
existing actuarial standards of practice (ASOPs), additions of new
ASOPs, and elimination of repealed ASOPs, through December 2009. The
applicability guidelines provide actuaries with nonauthoritative
guidance as to which actuarial standards of practice might apply to
them as they perform certain tasks in their actuarial roles.
Webcast on RDS attestations
This March 24 webcast, sponsored by the Academy's Council on Professionalism and Health Practice Council, and co-sponsored by the ASPPA, CAS, CCA, and SOA, provided basic information regarding applicable qualification standards to be considered by actuaries, and addressed the more common issues related to providing RDS attestations.
