Rate Filing Task Force report concerning the individual health market and outlines four alternative regulatory solutions to the closed block problem, called Prefunding, Inter-Block Subsidy-- Durational Pooling, Inter-Block Subsidy-- Rate Compression, and Individual Market Pools.
